Welcome to the JHU Controller’s Office Funds Management Policies Implementation website. This site is a resource for financial managers to access information and resources related to the implementation of the three new financial management policies.

In Spring 2023, the JHU Board of Trustees approved three new financial management policies to enhance fiscal management practices across the institution. These policies must be implemented by the end of Fiscal Year 2024. 

  1. Accumulated Deficit Balances policy is intended to ensure that deficit balances do not build up over time, and that timely reporting escalation to notify appropriate parties take place should deficit balances arise. 
  2. Restricted Funds Management policy facilitates stewardship of donor-restricted gifts and promotes financial management practices that result in the greatest flexibility in deployment of available resources. 
  3. Chart of Accounts Governance policy supports and promotes consistent use of chart of accounts elements across the University business areas.   

The Controller’s Office, in partnership with Huron Consulting, is developing tools, procedures, and other materials to support divisions in incorporating the policies into their financial management practices. The Controller’s Office and Huron will be partners and resources to divisions throughout the implementation. Updates and resources will be distributed through this site as they become available.
